At high gain settings, the noise floor of the amplifier/attenuator is dominated by the noise floor of the input signal to the amplifier. This is evident at the high end of the gain range where the noise figure vs. gain flattens out. At lower gain/higher attenuation settings, the signal begins to drop into the thermal noise floor of the amplifier/attenuator and this thermal noise floor begins to dominate the overall noise performance.
