The Analog Devices ADA4961 was designed as an ADC driver for an Rx signal chain, and as such it has the architecture of the variable attenuator first, followed by the fixed gain 15 dB RF amplifier. This architecture gives the best noise figure and highest gain for very small signals. For higher amplitude input signals, the attenuator can be set to reduce the signal strength, so that the signal at the input of the fixed gain amp, and the signal at the input of the ADC, will remain constant. This is actually a very common architecture used in RF instrumentation, such as spectrum analyzers.
